What is the Form 1000 and who can be a nominator for the GTI program?

Form 1000

To satisfy the visa requirements for a Distinguished Talent visa application under the Global Talent Independent (GTI) program, the applicant is required to produce a completed approved Form 1000 (Nomination for Distinguished Talent). This form requires the applicant’s record of achievement to be attested to by a nominator who has a national reputation in relation to the area of achievement. A nominator must be:

  1. an Australian citizen; or
  2. an Australian permanent resident; or
  3. an eligible New Zealand citizen; or
  4. an Australian organisation.

What does it mean to be national reputation?

‘National reputation’ generally means an image or opinion which is held by the Australian public about an individual or an organisation.

A number of factors may be considered to gain insight on the nominator’s reputation, which may attribute to the credibility of the nominator’s attestation to the applicant’s achievements. These factors may include the nominator’s:

  • solid track record of achievements;
  • evidence of high calibre;
  • leadership in the relevant field of expertise;
  • professional associations with lead organisations and industry bodies;
  • current and previous employment history;
  • their participation at conferences both in Australia and internationally; and
  • their contribution to a number of international journals which would be utilised by researchers, academics and organisations undertaking work in the same field of research.

If the nominator is an individual

If the nominator will be an individual, their national reputation should be detailed at Part B of Form 1000 and take account of the below:

National reputation qualified by association

In assessing the national reputation of a nominator, consideration should be given to their professional associations with organisations/ industry bodies renowned in the field. For example:

  1. an individual employed as a lecturer at a university recognised internationally for teaching excellence and cutting edge research would be taken to have satisfied requirements around national reputation;
  2. an individual nominator employed by a lead ICT company as an ICT professional would be assessed as having a national reputation if that company is a multi-national technology company, one of the world’s largest employers, or a leader in creating technological innovations.

National reputation qualified by international standing

If a nominator has a leading international reputation that would be of national significance to Australia this would be considered acceptable. This broad interpretation of ‘national reputation’ ensures that the program is not excluding quality Australian citizen, Australian permanent resident or eligible New Zealand citizen nominators living abroad. For example, a nominator living abroad would be considered to have satisfied the requirement to have a national reputation if they have a strong international record of achievement thereby making them reputable at a national level.

If the nominator is an organisation

If the nominator will be an organisation, their national reputation should be detailed at Part A of Form 1000.

The term ‘Australian organisation’ may be given a broad interpretation and includes any organisation registered in Australia or authorised to carry on business in Australia. It also includes an Australian organisation that also operates outside Australia.

Organisations operating a business in Australia will have an Australian Business Number (ABN) that is registered with the Australian Business Register. Officers can conduct a simple search on the ABN Lookup website at https://abr.business.gov.au/ to determine the existence of the organisation.

Australian organisations which operate both in and outside Australia will have an ABN. If the organisation only operates overseas but not in Australia, they must have been established by an Australian parent company, or an Australian citizen or Australian permanent resident who continues to operate the business in order to be considered an Australian organisation.

What are the obligations to a nominator?

The Form 1000 is an endorsement and does not place any obligations on the nominator. It can either be accepted or refused, and if accepted it means that the Department has accepted the nominators verification that the applicant meets the points set out in Question 8 of the Form. This is unlike sponsorship obligations in other visa applications which do create obligations. If the nominator is clearly providing fraudulent or incorrect information then it would lead to a visa refusal (and non-acceptance of information from the nominator in future applications). If a nominator is providing correct information, they may also nominate multiple visa applicants.

Having finalised numerous applications under the GTI program, we are not aware of any nominators who have been contacted by the Department of Home Affairs (Department). However, nominations should reference independently verifiable information (e.g. LinkedIn, newspaper articles by or referring to the nominator) to demonstrate that they meet the criteria.

    I am chemical engineer with 11 years of process engineering experience and i want apply for GTI visa.
    I have one nominator who did PhD from queensland university in chemical engineering and now working in biotechnology company as process engineer. Can he be my nominator?
    Is there any way that i can get assessment of my nominator?

      Thanks for your comment.
      The main point is that they need to have ‘national recognition’ and be an Australian citizen. You’d assess national recognition against articles, position title etc.

        Hi I have just received and invite to apply for the gti visa .My nominator has nominated me detailing and an at attesting to my capabilities including his .

        At the visa application stage it is requested that we should also include the form 1000 again similar to when we did at the eoi stage .They also mention they require a statement from your nominator and supporting documents what do we include here besides the form 1000 ?? That would be helpful .

        There’s nothing in the regulations that prevents a sibling nominating you as long as they have national recognitionin the same sector.
        However, as a matter of practicality the Department may scrutinise this so another nominator would be preferred.

I am confused about “The nominator needs to attest to your achievements and international standing and is not required to provide you with employment or assist you to become established in Australia.” this. In what documents the nominator needs to be attest. I am providing my phd and international research as my achievements.

      Hi continuing from my question above my nominator is an individual and he has given evidence of his work experience in form 1000 but they still require “ Evidence of your nominator’s national reputation in your target sector” what should we attach for this ?any examples ?

    your article is really helpful.

    i am a secondary school teacher. i completed my education in Australia and worked with NSW department of education for a year as secondery teacher. i became a Proficient teacher within a year which usually takes up to 3 years.

    can i get nominated from one of my senior teacher from school who is a citizen and teacher for over 15 years.

    and, if it gets rejected does it effect my other 189 and 190 EOI.

      Thank you for your compliment!
      A few points that might be challenging for the GTI EOI for you – although a secondary teacher is an important role you will need to demonstrate significant achievements and “an international recognition”. Usually the candidates we assist in education are at PhD level or building innovative teaching platforms. At first glance I have a similar concern for your nominator. To your last question, an EOI under the GTI program will not impact your pending 189 and 190 EOI (unless you provide false or misleading information).

    Hello Sir, Good time. I am a PhD student at a Australian University. The last date of submitting my thesis is on June 2022. My supervisors said that they are advised not to be a referee for immigration purposes. I have a friend who is an Australian citizen once worked as government official. He completed his MS and PhD from an Australian University. And also once a lecturer of an Australian University. He has recently joint in the University of Sydney as a research fellow. Can I apply for the GTI VISA in this condition. And can my friend be a nominator.

    What is the chance of getting a visa for father, sister, and brother of the main applicant? Can one apply for their visa after s/he settled in Australia for 1-2 years? or should the family members apply concurrently with the main applicant (considering the main applicant has received the invitation from Au Govt).

    I got my EOI number and am looking to get my Form 1000 filled out by nominator. As a PhD student I have obviously not yet received an offer and employment and have no idea what my expected annual salary would be when work is commenced for Q16/17. What do people usually need to fill out then?

    Would a nominator (Director grade in international professional firm) but retired for 10 years, can still be considered as eligible ? given locating a nominator with high prominence is difficult for offshore candidate, I hope this question wouldn’t sound too silly. Thank you.

    Hi my question is on “eligible New Zealand citizen”. What are the criteria’s of this? I have a collegue who holds dual citizenship (New Zealand and US). Will he be eligible as my nomination?

      An eligible New Zealand citizen is quite a specific definition (see here). It’s not enough just to hold New Zealand citizenship.

    I have completed my PhD in Japan and am planning to apply for the GTI program. My nominator is a professor and the Head of the Department of an Australian University. But he does not have Australian citizenship or PR. Can he become my nominator?

      Your nominator does need to be an Australian citizen or permanent resident so if he is doing it as an individual he won’t meet the requirements.

    1. Can I submit an EOI without a nominator?
    2. How can I find a nominator in the education sector – especially when I do not have any contacts there?

      Though there’s no express limitation for a cousin to nominate you, they should be in your nominated target sector. Being in a different domain is therefore likely to be unsuccessful.
